Is it common for festivals to leave some headline bands for their second line up announcement?

With fetivals I've been to the second line up is usually smaller more unknown bands, but do festivals ever announce big bands in their second announcement for a bit of a surprise?

Like with Big Day Out this year, there's been so many rumours that Rammstein are keen to play; reckon there would be a chance that they'll be in the second announcement?Is it common for festivals to leave some headline bands for their second line up announcement?
Only if late negotiations can land a band. Promoters will pump up the show through the major groups - and secure them early on - and then supplement things with "minor" acts that may have new product hitting the marketplace.Is it common for festivals to leave some headline bands for their second line up announcement?
